# GitHub Copilot Cost (2026): What Actually Drives It at Scale

GitHub Copilot cost combines subscriptions and metered consumption. Review both license allocation and usage before deciding which change will reduce your bill.

## What GitHub bills

As of September 17, 2026, Business and Enterprise subscriptions include a monthly allowance of GitHub AI Credits. Usage beyond the included allowance can generate additional charges subject to the configured budget. Paid-plan code completions and next edit suggestions are not billed in AI Credits. [GitHub's plan documentation](https://docs.github.com/en/copilot/get-started/plans)  describes the current allowances and pooling rules.

Copilot code review also consumes GitHub Actions minutes. Budget for applicable runner charges alongside AI Credits rather than assuming that the seat subscription covers every workflow. ## What to measure

Track assigned and active seats, credit consumption, additional spending, and relevant Actions charges. Compare these costs with completed work and the review effort it requires. An unused license and a heavily used agent workflow call for different interventions.
